I do not vote on the basis of the personalities of individual candidates, because I think that is a risky business. I want my government to be one of laws, not of the men and women momentarily in charge. I believe that Tom Barrett has a track record as a good team player: as a state legislator, as a United States Congressman, and as chief executive of Wisconsin’s largest city, Milwaukee. Milwaukee has what is known as a “weak” executive office, with most governing power resting in the city council; this has made it necessary for Tom Barrett to consult with the aldermen and the various urban departments before taking action, and he has had to use the powers of persuasion, rather than the powers of his office, to achieve some of the goals he has worked for.
